Submittal + Approval Process

Please find below a step by step outline of procedures necessary to receive approval of your plans before the start of construction. It will also indicate some steps during the project that lead to final approval at completion.

STEP 1:

Please read the CC&R’s carefully before starting the planning of your project. It is important to note that compliance with the CC&R’s supersedes permits and approved plans by the Department of Building and Safety of the city of Los Angeles. No construction or demolition may commence without written approval of the Architectural Committee.

STEP 2:

Although it is not a mandatory requirement, we highly encourage you to submit Concept Drawings of your propose project at a very early stage of the design phase in order to avoid any delays.

Submit all drawings and renderings via email in the form of PDF files to our Architectural Consultant. A one time payment in the amount of $100 for the concept review is requested in order for your plans to be reviewed. Send payment to the SDHA Billing Department P.O. Box. The Architectural Committee will review your plans and inform you if any revisions need to be made before continuing the design process.

Typically the following drawings will be required for Concept Review:

  • Property Survey indicating relevant exterior and finish floor elevations, topography, property boundaries, existing structures, pool and retaining walls, as well as existing major trees and hardscape.
  • Proposed Site Plan indicating all new structures or addition(s), new pool(s), new retaining and landscape walls. Clearly indicate all existing and proposed setbacks (front, sides and rear), height of all structures and retaining walls.
  • Floor plans, including basement
  • Roof Plan
  • Exterior Elevations
  • Building and/or Site Sections

STEP 3:

Once your Concept Plans have been approved you may proceed with the design phase and incorporate all necessary changes suggested by the Architectural Committee. A complete set of plans shall be emailed to us and shall include, but are not limited to the following:

  • Property Survey indicating relevant exterior and finish floor elevations, topography, property boundaries, existing structures, pool and retaining walls, as well as existing major trees and hardscape.
  • Proposed Site Plan indicating all new structures or addition(s), new swimming pool(s), new retaining and landscape walls. Clearly indicate all existing and proposed setbacks (front, sides and rear), height of all structures and retaining walls. In addition the following information shall be included: location of mechanical equipment and pool equipment, location of trash enclosure.
  • Floor plans, including basement
  • Roof Plan indicating roof materials, slope of roof, chimney location and height. Please note: no mechanical equipment or ducts are permitted to be placed on the roof.
  • Exterior Elevations 
  • Building and/or Site Sections

In addition to the architectural drawings listed above the following plans are required at the time of a full Plan Check Submittal:

  • Civil Plans with a precise indication of the grading (cut/fill) and export amount
  • Landscape Plans reflecting all proposed and existing trees and plants. Please visit the Landscape Guidelines section for further information as the Landscape Committee has very strict requirements for the type of plants that may be used.

In additional Plan Check Fee is requested in order for your plans to be reviewed, see below.

STEP 4:

Once we have received your full Plan Check Submittal set you will receive an invoice for the Plan Check Fees. The amount is  based on your scope of work and will provided to you by the Architectural Committee. For an estimate of your fees please go to Schedule of Plan Check Fees.

The Architectural Committee will review your plans and inform you if any additional information is required. Depending on the size and nature of the projects the Architectural Committee will occasionally schedule a meeting to give the applicant and architects an opportunity to present their project and clarify issues or concerns the committee may have with the proposed project. Such meetings will be set up as needed and will take place at a member of the Architectural Committee’s home.

After the project has been reviewed a letter will be issued to the applicant whether the project has been approved or not and whether any final revisions need to be made to the architectural as well as landscape plans.

STEP 5:

Construction may commence once you have received FINAL approval of your project. No construction, demolition or grading may be started PRIOR to final approval by the Association.

Our General Manager will conduct occasional site visits during construction to ensure that the project is being built as approved. The homeowner and/or his architect are expected to make themselves available for such inspection.
